As far as reviews go, I am two for two on the type of polish reviewed - a pink glitter from Sinful Colors. Flower Power is part of the 2015 Bloom Blast collection. Judging by their website this polish (and the other two like it from the collection) are meant to be worn as a top coat. However, I found the polish to be wearable on its own. Flower Power has small pink and matte white glitter and fine pink and matte white glitter in a milky light pink base. Though the polish is meant as a top coat, the sheer base allows for the coats to build into an almost opaque color. The formula is pretty thick; my pinky finger has just one coat of polish since I hadn't realized just how thick the polish was at first. However, on the flip side, my attempts to use thinner coats made applying this polish very difficult. It takes a little practice to get the right amount of polish on the brush. I ended up with about 3 coats of polish on the rest of my fingers. I have swatches of this polish with and without top coat, but I would recommend a top coat to extend the life of your manicure and to smooth out the bumps from the glitter.
Since this polish is meant as a top coat, I tried it over a few different color polishes: Wet N Wild Wild Shine French White Crème, Ulta Baby Doll, Sally Hansen Insta-Dri Pink Blink, and Orly Saturated. Each finger has 1-2 coats of Flower Power on it. I found it looked best over French White Crème and Baby Doll. Pink Blink overwhelmed the milky base of Flower Power, and Saturated was too dark for the base. I would like to try Flower Power over a lighter purple to see what the effect would be, but that will have to be saved for another time. Baby Doll almost matches Flower Power, and if I had to wear Flower Power as a top coat, Baby Doll, or a similar light pink would be my pick. I should clarify that there is no purple in this polish. The slight bit of purple on my index finger carried over from Saturated.
Unlike the visible nail line present in Pinky Glitter, the visible nail line in Flower Power doesn't bother me. It may just be my fondness for milky sheer type polishes. However, the formula issues I encountered were enough of a problem for me to give this polish 3/5 stars. As a top coat, its use is limited to shades with a similar color to the milky light pink base of the polish.
